Rule 32.1(b): The Burden of Proof
Rule 32.1(b) lets the race committee abandon a race after the start because of insufficient wind that makes it unlikely any boat will finish within the time limit. Log the real-time wind and you can show the race couldn't fairly be completed. That objective record is your shield if a boat later claims an improper action under Rule 62 (Redress).
